- HOUSING REHABILITATION - Need funding for building improvements? Two programs are available to low to moderate-income eligible resident-homeowners: 1) Owner-occupied one & two unit buildings, zero percent interest loans for basic home improvements and repairs; and 2) For multi-family properties rented to low or moderate income tenants, the current interest rate is one-half that of a 30-year Treasury Bond for property repairs/improvements.
